Dell Insprion blue screen with stop error

I cannot do anything. It won't boot in to safe mode or the OS. I do not have a restore disk and my warranty is expired. How can I wipe the laptop clean and try to start over?

The error is: STOP: 0x0000007E

I read a few other places to download Cleaners, but I am not sure how to do that when I can't access any part of my laptop.

OS: Windows 7
Product: Dell / INSPIRON 6000

Ugg. Sorry, the Dell has Win XP. (My Toshiba has Win 7).

Which I found with all our Dell XP machines in the box so I can only guess these are lost, misplaced, not given to you etc.

Maybe this one can run UBUNTU if there is no budget to buy an OS?
