Dell Inspiron One 2305 will not Power up

My son has the Dell Inspiron One 2305 and the breaker for that room tripped and when he reset the breaker for the room the PC would not power back on.

I figured it might be the AC adapter since I don't see a blue light at the computer end of the adapter nor could I get a DC voltage reading with my voltmeter.

I had him order another AC adapter from Amazon and his computer still does not power on. I checked the voltage on the new AC adapter and I get nothing. There is a center pin in the barrel that connects to the PC. Maybe one can't get a voltage reading standalone with
this type of adapter.

Any thoughts for resolving this issue?
