Dell Inspiron 6400 Won't Boot

I was given this box to experiment with, and am trying to see if I can bring it back to life. Happy When I press the on/off button, the green power light comes on and the machine sounds as if it will start. Then nothing happens. No beep codes, no video, etc. I'm suspecting a motherboard issue of some sort, but thought I would find out if anyone had some insight as to how to troubleshoot this a little further. I've already removed the RAM, HD, and CDROM drive.
