Dell Inspiron 1750

charging icon says "3% available(plugged in,not charging" so purchased new battery. Now says same thing. If I unplug it shuts down without saving and i must initiate normal startup. Can't unplug even for a few seconds. Suggestions?

The Dells in this line use a 3 wire charger.

The first thing you obviously need to find out is whether the problem of your battery not charging properly is related to an issue within Windows or the battery itself. Some time Windows also create the charging issue in laptop.
