Just download them the other way. This download manager is somewhere on the Dell site but is not required.
http://forums.techarena.in/microsoft-security/374995.htm and dozens of other posts find many reasons for this event. It is not a sign of remote access or abuse.

I have a Dell E520 running Windows XP Home Edition SP3.
I went to the Dell Support web site and it said that there were 3 drivers available for download for my desktop. I selected them and a gray screen popped up not allowing me to download. I understand that I need the Dell Download Manager, but where can I find it? It doesn't appear that there's a link to it from Support????
Also another question I have involves the security log under Computer Management. It has the following entry:
