Dell Dimension 5150 USB Mouse & Keyboard Failure

I am working on a Dell Dimension 5150 which doesn't use PS/2 ports, only USB. The machine will detect the USB ports up until the machine gets to Welcome Screen in Safe Mode. Upon getting to the Welcome Screen the mouse and keyboard both stop functioning and the Num lock light on the keyboard turns off. Does anyone now how to get around this as I need to try to do a System Restore on this machine. Any help would be great.

The last Dell I had do that...

Had a BIOS setting to emulate PS2 via the USB ports. The owner had turned that off so the CMOS reset was used to get back to the stock settings.

If the keyboard still doesn't work them the mainboard USB ports are likely fried.
