Will not complete boot, could it be bugs in the Registry?

Why won't it boot, what error messages do you see?
Can you boot into Safe Mode?
When did this start, and what was happening at the time?

the guy is bringing me the tower tonight and I got very little info on the phone. I might run a registry cleaner on it though, he doesn't clean house very often.

Not sure if you will see this post in time, but I wouldn't run a registry cleaner. Many such cleaners and optimisers can cause more problems than they solve.
Best to analyze the problem first, and see what is needed to solve it step by step.
Registry cleaners often offer an 'one button' solution to problems, but all too often, such problems need different step by step processes to solve them.
