Dell delivery delays- Alternative processor suggestions.

I was promised a two week delivery on a DELL OPTIPLEX 960 with an Intel Core 2 Quad Q9650 3GHz processor. It is now nine weeks and I still haven't got my computer. I understand that that there aren't any 3GHz processors at present but if I had a 2.83GHz processor I could have my computer now.

Exactly how much difference in performance is there between the two processors?

The rest of the beast comprises: 8GB ram to run Windows7 64 Bit that will be used for photo editing, light gaming, some videos and the usual Office applications.

Any thoughts please? Will I notice the difference? I am not impressed with DELL.
