Dell computer Will not boot to OS screen

It started when I Was doing a recovery to restore the computer to factory by using the ctrl+f11 key at dtart dell screen. WEll it was going along fine , but then halfway through it says the recovery was not successful. When I restarted it as well as started it for the following times it says"Loading PBR 2 deceptors...done"
"Disc read ctrl.alt.del to restart."
I fear that the recovery process deleted everything off the hard drive and could no load the OS back up. I have to OS disc but no way to load it back up. Help?

If the image is corrupted, your only option is to boot from the Dell OS CD and do a manually reinstall.

From your story it seems there are two possibilities
1. The recovery from the recovery partition on the hard disk failed because the source was corrupted. Then, as suggested, you've got to try another source, the Dell supplied CD's.
2. The recovery from the recovery partition on the hard disk failed because something went wrong while writing (hard disk error, memory error, motherboard error). In that case, it's unlikely installing from the CD will work.

All you can do is boot from the CD and start a clean install. How to do that: put the CD in the drive, and boot by switching the machine off and on again. Then answer the questions. If it doesn't boot from the CD go into the BIOS-setup (F2??) and check the boot sequence. It should have CD first.

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
