Question

Dell C521 no screen image, whirring noise. and yellow power

Any ideas on how to troubleshoot this problem? The desktop has been out of warranty for several years. Last night I shut off the power to the PC before it totally shut itself out and today it will not start. The PC is running XP, has a relatively new hard drive.

Possible PSU bad

Yellow LED indicates possible bad PSU. replace the PSU with similar type and make it larger wattage if you like. I make no effect to provide more help until you do this. If this has happened before and considering the age, it's that time to replace.

How to test some PSUs

If I don't have a PSU handy I'll pull out my Volt Meter to see what the legs read. If they are not working I try the old GREEN WIRE PSU TEST (found at google).
