That's the wrong way.

Try it the correct way.
1. Insert the disk in the drive.
2. Turn the computer off.
3. Turn the computer on.
Now it should start to run. Give the right answers and you'll have your OS (and maybe more, that depends on what's on the disk) after half an hour or so, if there is no hardware issue.

You didn't tell about the 'crash'. So we can't tell you if reinstalling the OS is the thing to do. But it seems you know, or you wouldn't do it.

Steps to install the operating system
Jun 15, 2012 6:47AM PDT

Hi,
My name is Kishan and I work for the Social Media and Community Team at Dell.
I can understand how upsetting it could be since you are having difficulties installing the operating system
but we will help you resolving the issue

there is a way to install the windows please follow the below instruction's

you need to have two discs
1.operating system
2. driver and utility

Steps to install :-
Unplug all the external devices like printer ,external hard drive, thumb drive.
Now put the cd for operating system into the system
Shut down the system
Now as soon as you turn it on keep hitting the f12 key (instantly )
Until you get a back screen with white text on it (called one time boot menu)
Select the option of cd/dvd
Keep hitting enter until you see the screen stating
Windows is loading file.
And can follow the instructions
Here is the link below
You can see the instruction with pictures

Hope this will resolve the issue
