Dell 15 inch flat screen once plugged in goes to power save

I just got an old dell 15 inch flat screen monitor. When it is not plugged in to a computer it shows the dell self test feature as usual but when it is plugged in to a computer( i have tried many different computers running all different operating systems) it shows nothing on the screen and has an amber colored power light. when you click the buttons on the monitor it says that it is in power save mode and says to push any button on the pc i do that and still it shows nothing I have hooked this monitor up as a primary an as a secondary monitor and have had no luck with it so far any help would be appreciated. the model number is E15FPb

What does a shop tell you about this display when they test it?

no i havn't taken it too a shop i would prefer to fix it myself if that is possible

The only idea I should have offered is

1. If new, call it in.
2. If second hand, it's why you have it.
3. Try another VGA cable?
