deleting files

I'm trying to get rid of unwanted files by deleting from the add and remove program. there's this one file that's causing a problem it just won't delete. I'v tried to use the regedt32 program to delete but so far that hasn't worked either any suggestions I'm running windows XP and I have installed the SP2 if that helps you any.

It's a crappy file from EBATES how it got here I don't know? But at startup the error reads WJVIEW. This file is connected to EBATES and for some reason will not delete.
