Deleted File Active Desktop HTML?

I didn't think it was possible to accidently remove this HTML file but this newbie did. I have Windows XP SP2 Pentium 111 with only a C:/Hard Drive. If I uninstall IE 7 first how can I reinstall a new copy of IE 7 with no Active Browser and I run the risk of losing my program files, Question? Can I install new copy of IE 7 first to hard drive then uninstall old copy with missing file and cleanup.Please any experienced, educated, or professional advice would stop this newbie from removing large amounts of his own HAIR!

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
