deleting the CD-ROM drive from Device Manager should result in it being installed automatically the next time you reboot. more likely as the cause of your problem is having several applications registered to play CDs or to write to your drive. to fix this can be very complicated. you can try uninstalling every application that could possibly read audio or video from the drive or could write to it if it supports writing. this may not work however. the next possible way is to boot into Safe mode and delete all the CD-ROM drives you find in Device Manager and reboot to see what happens.
