Delete or reduce other data on iOS devices

After using iPhone for a long time I've noticed that the other data is now taking up a large amount of space about 2GB on my phone. I have lots of apps and tried deleting the apps and deleting the cache memory of safari still then the other data ocuppies a great deal of 1.5GB. Deleting a few unused apps and clearing cache and reading list helped me gain just 500MB.
The text messages notes and mail are not much stored on my phone also i keep clearing up the whatsapp chat even then whatsapp uses total of about 280MB of data when the app size is about 16-17MB.
I wish to know is there a way to reduce of delete other data, without complete restore to factory settings

2GB isnt a lot i know but had about 5 GB songs n apps n books made it another 5GB resulting total usage of about 12 GB n i was left with only 1GB memory as 13.8 is available. Plain
removed a lot of unwanted stuff removed all my songs for now and deleted the read books too now i have about 6 GB available but if i get rid of the excess of other data the about 1.5 GB will be available more i suppose. Mischief
