Defragmentating c drive won't activate?

I follow the steps to defragment my C drive but it doesn't do anything. *It appears to be working but the per cent complete remains at zero. I have a WindowsMe system. I keep getting a message it's restarting. No programs are open. I'm not touching the mouse.

*a picture of a disk is sending data and there's a mesage "fragmenting "C" drive above the box. What am I doing wrong? It stays this way forever.

Sometimes it is necessary to first fix disc errors by running Scan Disc.

If that doesn't help it may be that unknown programs are running in the background. A few ways to deal with this:

1. Press CTRL/ALT/Delete, select each lisited program (except Explorer)one at a time and click End Task. When all other programs are closed run Defrag.

2. Open Start menu and open Run, type MSCONFIG and click OK. On the General Tab select SELECTIVE STARTUP, then open the Startup Tab. Make a list of wich programs are selected, then unselect them. Restart the computor and run Defrag.

When done open the Startup Tab in MSCONFIG and reselect the Startup programs, click APPLY, OK. Then restart the computer.

3. Run Defrag in Safe Mode. Restart the computer. When Windows ME begins to load begin continuously tapping F8. When the startup menu opens using the Down Arrow on the keyboard select SAFEMODE and press enter. This will close all unneccesary programs and drivers. Then run Scan Disc or Defrag. When Done restart the computer.
