Defrag not working

I have a HP Pavillion 6630, WIN 98SE, 500MHz, 64MB SDRAM. My defrag will not work. It goes to 1-3% complete, and then goes back to 0% complete. It does all this in a matter of seconds each time. I tried downloading FAST Frag from the internet, but when I try to click on that, it just flashes on and off in less than a second and does not seem to work either. Any suggestions? Your input will be welcome and appreciated. Thanks, Tom

Go Into Safe Mode To Run Defrag

Turn computer on, and while it is booting in black/white screen, press the F8 key, and Safe Mode option will appear. Go into Safe Mode and run defrag. When finished, shut down computer and reboot and it will reopen ready for use.

Hi Tom
This is what you shoul do
1>Disable screensavers and any other software running in background like active desktops etc.
2>Disable all softwares that need access to your hard disk like virus scanners and similar stuff.
3>Put the Task Schedular on pause
4>Defrag your Harddisk now.
5>Return all the softwares disabled in the steps 2&3 to their normal operation.

Ton, In addition to the other excellent suggestions it wouldn't hurt to follow the instructions below.

The Applog folder is corrupt
In Windows 98 and Me, the Applog folder stores information about applications and how they launch. Speed Disk uses this information to optimize files for the most efficient application startup. If one or more files in the Applog folder becomes corrupt.You can safely delete the Applog folder to remove any possibly corrupt files (it will be re-created automatically).

Note: You must first set Windows Explorer's options to "Show all files," since the Applog folder is normally hidden. Follow the instructions below.

For Windows 98/98SE, do the following:
Click Start, point to Programs, and click Windows Explorer.
Click the View menu and choose Folder Options.
Select the View tab.
Choose "Show All Files."
Click OK.

Usually, this is 'some' program running. If you stopped all the obvious ones, and it still occurs, it might be some malware you're not even aware that it's present on your computer.

Moderator Bob Proffitt's Anti-parasite suite is a good starting point. Everything is free, but you might have to use google for recent download places. Read http://reviews.cnet.com/5208-6132-0.html?forumID=32&threadID=1313&start=0 and be sure to run all the tools.
