Decrease of Internet Speeds

I live in an area where ADSL and power outages are frequent nowadays. I noticed a few weeks ago that I went from getting my full speed (16mbps) to getting 12 or 11. I called my ISP and they said it was because of the instability and frequent outages and that the speed should increase once it is stable. I wait a few days but the speed decreases still without anything! I have a ZTE ZXHN H108N V2.5 router/modem. Please help!

Well the only problem is my ISP is literally the only true ISP. It is a government owned ISP and has monopolized the industry. Thanks anyway!
