Whatever they say...it would be inadmissible in court.
Reported and documented crime would certainly be down if police were not responding to calls or patrolling high crime areas. That wouldn't mean criminals were behaving...nor would it mean that police presence results in more actual crime.
that the precinct that is the one reporting that 'crime is down' has actually been flooded with cops from other precincts and that the bad guys have either gone underground or moved onto another area.
Until it's recorded, it's not a statistic, but it exists anyway.
