berzerk99,

It's hard to say definitively without inspecting it. Does it happen on every input?

berzerk99,

What I was asking is if it was limited to one input, like the TV tuner, HDMI-1, Component-1, or of it was on all of them. Often times, if it's only on one - usually a cable/sat box - resetting the box may fix that. If it's happening on all of the inputs, then it's likely a TV issue, and that would require service.

berzerk99,

Then we can probably figure the issue is with the television.

Unfortunately, I'm nut able to tell if the actual pixels (panel) is the problem, or if it's an issue with the internal electronics. That would require a technician to inspect that and determine. I wasn't going to suggest that until we ruled out the possibility of it being a connectivity issue, but Freeview is internal.
