Date & time settings

I am running Windows 7 Home Premium on an HP Pavillion. On the lower right of my screen I have a date and time block. My problem is that every time I shut down and then later restart, the date and time reverts to 2007 at 12:30 AM. I overcome this by going to the control panel where I set the program to sync with an internet date & time function. I have also tried the usual way of just going to the date time block on my screen and reset it there. So far nothing works.
