Data1.cab source file not found

While attempting to instal Nero 2015 I get this error
Error 1311 Source file not found
C:Windows\Installer\Data1.cab
Verify that the file exists and you can access it
Neither the folder nor the file exists. The instal seems to instal several sections of the software before stalling.
Nero insists the problem lies with the computer not the software.

It only seems to be on broken PCs or from folk that got this from a torrent. There are a few legitimate errors but the only time I encountered these besides the torrent users was when the antivirus was active or the user had beat up the OS with registry cleaners and PC boosters.

I can't tell what this PC's condition is or if the usual legit fixes will help. BEWARE THERE ARE TOO MANY FOLK like https://answers.yahoo.com/question/index?qid=20100109061914AATs6mU that will send your PC to hell quickly (all the answers there are that bad!)

However you have to wonder at times why folk put up with all this.

Hey software writers. Stop with the crappy installers. Just copy the files in, make the registry changes (which you should minimize) and ask if they want a few shortcuts. Done.

The folder is a hidden system folder. Mine has 5 GB of (mostly Windows' own) I think, installer files, although no data1.cab. So I assume that file should have been written by the Nero installer, and apparently it isn't.

- Do you install from a CD, DVD (original or copied? or a downloaded installer (from where?)?
- What happens if you install from the same source on another PC?
