it counts as using your ISP's limit. What screen it's on is immaterial.

Hopefully this isn't an entirely stupid question!
Like most people I have to keep track of my internet usage to avoid those astronomical bills, I was just wondering; when you are streaming content to your laptop, which is connected to your TV, are your data charges based on the laptop's screen or the TV's? Does having the laptop screen turned on/off make a difference?
