Custom Build PC won't Post or Boot!

I am building a custom computer and I have a problem. The fans turn on but the drives do not activate and there is no display on the monitor. There are also no beeps.

The M/B is properly grounded and all the components are known to be good. I've tested everything and I suspect the Motherboard. I am using a Abit VI7 and have bought two of them thinking the first one was defective. The same thing happend.

What could be going wrong? Thanks.

Pentium 4 3E HT 800mhz
512 stick of DDR 400/3200
WD Caviar 200GB on IDE 2
DVD-ROM (master) and DVD-RW (Slave) on IDE1
Floppy
Geforce4 MX AGP 4X
Integrated Audio and Ethernet.
420W P4 Ready PS
Nothing running on PCI slots.

Make sure to push down on the back of the Video card. Many times this is the problem. Expansion cards not seated in the slots. You have to be a little firm with it to make it go all the way in.
By the way, make sure the power cord is pulled out of the box before doing this Happy

Start with just the mb,ps,and speaker connected.Hope for a beep, next install mem, then video and so on untill you find the prob device.
I don't understand about mb proberly grounded?

You did not mention cmos setup. is it set to auto? Also, with a new system you should have a 80 conductor ribbon cables. With that there is no need to set master and slave. Just set jumpers to Cable select and the device on the end of the cable will automatically become master and the one in the middle will be slave. I always set my hard drive to IDE 1 and roms to IDE 2. also if you don't have the motherboard wired right, like the case speaker not in the proper place you won't hear any beeps.
