Cursor Constantly has a Flashing Busy Circle

Hi, as of yesterday my cursor, with the exception of when I mouse over a text box or scroll bar, has a busy circle flashing.

It seems to be vastly slowling down my comp, as it's CPU usage now has a minimum of 35%, which can spike to upwards of 70%.

I've run a full system scan with antivirus and found nothing.

I went through a few other threads about this same problem, and found that this is best sorted by listing all programs running.

According to Task Manager:

So should I try a malware scanner as opposed to the antivirus?

I can change the cursor itself so that the loading cursor is the same as the normal one, but that just sweeps it under the rug, and my CPU usage will still be way higher than normal(Hit a spike of 91% CPU about 10 minutes ago).

You always need malware scans.

Most antivirus don't tackle that area yet. I can guess why but for now you can't avoid malware scans.

Remember it may not be malware at all. A bum spot or bum file in the wrong place can cause it too. I'm not there to hear and see all and again, diagnostics today are pretty lame.

Sorry if this is a repeat solution as there are already many suggestions out there.

My machine; Lenovo Ideapad Windows 8.1 Pro with Media Center

After weeks of narrowing down potential causes of intermittent busy cursor flash (by watching Task Manager CPU usage list and using End Task on programs that appeared to have no critical value), the problem seems solved for me by End Task of "RunSwUSB.exe."

The web description of "RunSwUSB.exe," and link to it, are shown below:

The process known as RunSwUSB belongs to software runSW Application by unknown.

Description: RunSW.exe is not essential for the Windows OS and causes relatively few problems. The file runSW.exe is located in the C:\Windows folder. The file size on Windows 8/7/XP is 36,864 bytes. http://www.file.net/process/runsw.exe.html
There is no file information. RunSW.exe is an unknown file in the Windows folder. The program has no visible window. RunSW.exe is not a Windows core file. RunSW.exe is able to monitor applications. Therefore the technical security rating is 59% dangerous.

Seems like there are lot's of different causes out there for this problem - maybe this fix will work for you.
