The combination of 'stealing bandwitdth' and 'task manager doesn't work' makes me think malware.
I'd run a few of the antivirus cd's available (google ANTIVIRUS CD for lists and links).

On my Win XP home, my Ctrl-alt-del box has gone haywire the tab is gone so I cannot switch to see who is stealing my bandwidth... speed.. and there is no way to close the box other than hit escape... it is just a naked box now... you can see an image at 52payperclick.com/
