There are many to choose from but your specifications are too simple. You didn't define the best as to price, how you determine it's quality and if you wanted it to work in IE 9 64 BIT!

Well I developed gradientoo... a WYSIWYG CSS3 gradient generator. I was wondering which gradient generators out there are currently the most popular among developers. Moreover the purpose is also to involve potential users into giving feedback about gradientoo's usability. Presently I believe gradientoo is not less than any gradient generator out there.
