Cryptographic Service problem

I need to install directx 9.0b for some games but it refuses to install. I get an error message saying that it hasnt passed windows logo testing and that the installation will be cancelled. After that it says that directx could not copy a file. well that info dosent help me at all but I did hear on the internet grapevine that cryptographic services determine weather or not an update can be installed. So i go to
"run" and type in "services.msc" and try to start the cryptographic service but it tells me...

"could not start the crptographic services service on local computer.

Error 1058: The service cannot be started, either because it is disabled or because it has no enabled divices associated with it."

Thats it. Ive been to microsoft.com's page associated with problems that occur during the intsalling of updates (a link givin to me by your CNET co-worker "cursorcowboy" and tried what they recommended but to no avail. Any info on which devices I need to enable to get this function to work or how to enable the crptographic service when it cant be enabled using the windows "services" feature couldent hurt. Help is extremely appreciated.

Ive tried that but when I get into the crypto services properties and press start it gives me this bs...

"could not start the cryptographic services service on local computer.

and when I try to enable it it gives me the same thing and the lazy *** teck support offered by dell just wants me to reinstall windows and im not gonna do that again.

SOLVED: Cryptographic doesn't start with Error 1058:

I could not install Internet Explorer 8 nor any windows xp updates because of the cryptographic service issue. I went through a ton of "solutions" on the web and then I tried the MS article 241584 mentioned above. It had a solution involving the Services | Cryptographic | Log On tab. Although mine showed "Enabled", I changed the radio buttons back and forth, experimenting to get a valid logon. Finally, when I set it back to "system" (where it was originally), the cryptographic service could be started. Voila!
