Creating user accounts

I want to create 2 new user accounts with access to the same programs of the main user but when I do create them, the Icons and Program Lists are not the same, they're a much shorter lists. What am I doing wrong?

Those menus and shortcuts are in 2 places. The user and the ALL USERS (menu and folder.)

Place shortcuts you want in ALL USERS (remember right click on the start button?) and viola.
