Creating a web site for cell phones

I am looking to create a web site that can be used by cell phones. What are some good resources? What languages are being used to creat them?

What worked for me...

I was interested in making websites for my cell phone... like putting quick links on a page, maybe a few pictures and some text etc. So when I was researching it, I couldnt really find a program that would do the teick... so I was wondering if I couldnt just design a old fashioned HTML page. Sure enough, it worked on my cell phone. Type in this URL on your phone "http://www.ryansechrest.com/cell" and if that page displays well, you know that your phone can interpret HTML and that you can design it like any other website... just basically a minature version .
