Creating a layout a website

I wanted to know the best adobe program to create a super layout for my website. I thinking at making a layout similar to that of www.spill.com (please i'm not promoting the site just as a reference. The border of the black backgound looks like it is floating on the white background, which i want to do. I'm willing to spend time to make a brilliant website so any advice??

You can make a site layout like that using photoshop. I usually use CS3, it works. You can find some great books and tutorials that can help you with building layouts using Photoshop CS3. I recommend learning the basics about photoshop and then to learn how to design layouts. The next step would be to learn how to take those layouts and turn them into tableless web pages that load quickly.
