create multiple wi-fi hotspot on a network to each student w

I'm a student and want to manage wireless system of my school. The scenario is streaming a network and when student connect to the network they will redirected to the login page. Each student will be assigned with the unique userid and password with the total internet volume per each month with some determined speed. What resources I'll be needed and the hardware and software to implement these system ?

Such systems are from Cisco, Ubitiqu and other network makers. You can find them on the web so when I see this question it's often a new person on the web. That is, they don't know how to research with google.

Dude thanks for your unhelpful comment. Keep in your mind that its not a first day of web. I researched them a lot and I'm collecting the review from the tech geek. I wan't to know what they suggest with the scratch not asking a syntax error because I know about that. Lemme correct your brand name its Ubitiquiti not Ubitiqu. It will be more helpful to my question if I could get my supporting answer not the lecturer one who even can't spell their word.

I've had use of Cisco gear and a few others and I can't guess what you mean by "scratch."

Care to elaborate on that?

this is a task for the schools paid IT staff, not for volunteer students.

It's expensive, it needs a link to the school administration to see if you're a student (and wouldn't it be nice if you could use the same user-id and password as you use for the wired equipment) and what resources you have access to, there have to be rules written and enforced (like: no porn), there's the security to take care of.
