For reasons we may never know, Apple used an encryption system over bluetooth so it's not possible to do what you asked with off the shelf gear for less.
Because I would be duplicating the web I'll stop here with a search for you to catch up.

What im trying to accomplish: to have my ipad mini communicate via Bluetooth to a powered USB hub. Problem is, trying to do on the cheap with existing components. Heres the challenge; i want to use an existing generic powered USB hub and in one of the output ports, plug in a USB to MIDI conversion cable ( no prob so far) and this cable will plug into my legacy MIDI device. Heres the tricky part. I want to use an old USB bluetooth dongle (like the ones for wireless keyboard or mouse) BUT, i want to plug it into one of the USB output ports. In other words, i will not be connecting a cable from a laptop into the "normal" input port of the USB hub. There wont be anything connected into that port. This should provide the dongle with power and i dont see why the comms wouldnt work, im just not sure how these hubs are wired internally. For you musicians who like ios apps and also have alot of MIDI hardware, there does already exist a great product i found called PUC from a company called Zivix. (No, dont work for them, just giving you a tip as you are helping me) problem is, its $99. A very fair price for what it does , i just aint got the funds and was hoping to scab together what i do have. Thanks for your help folks!
