crackling, buzzing, static at boot up, then reboots

When I start my computer, I get humming and crackling sounds as soon as the boot screen appears. These sounds continue through boot up. I get to the Windows is starting screening, the computer crashes and reboots itself. I CAN start Windows and log on in Safe mode, although the electrical noises continue intermittently. I don't know if this is some kind of hardware problem or a Windows problem. I checked device drivers while in safe mode, updated a few and everything else was already up to date. I'd unplug the sound card or disable onboard sound for a test run.

We traced the issue to problems in our household electrical circuitry. Calling the power company now
