1. BIOS isn't current. Less seasoned PC builders balk at this, might tell us "it worked before."
2. There is a bit coin miner rogue app installed. Hard to spot at times but these can attach to Chrome addons and even run when you hit some sites. Pretty awful stuff.

So for the past week or so I've realized the games I've been playing have been stuttering occasionally. So I decided to check my Task Manager to see if any processes are using an excessive amount of CPU or GPU and I found that 99% of my CPU is being used at all times. The task that is most demanding at any given time usually uses a majority of my CPU, regardless of how minuscule the task is. If I only have task manager open it takes up to 80% of my CPU for absolutely no reason. I have a relatively decent CPU that should be able to multitask fairly well and this issue has never occurred in the past 6 months I've had this PC. It does not interrupt singular tasks as much as it interrupts me trying to multitask. No matter how little tasks I have open, 99% of my CPU will always be allocated. Additionally, it is not one singular program or set of programs using a majority of my CPU, rather it is whatever processes are currently open. I have run multiple virus checks and nothing has turned up, I have checked my hardware (there seem to be no deficiencies) and clean my PC regularly.
