CPU running at 1/2 speed

My friend's notebook has been running slow so I had her check the see if she had enough memory. Here's what she got from right clicking My Computer and selecting Properties:
Intel Pentium M Processor 1.60 GHz
797 MHz, 504MB of RAM

My question is why is it showing CPU speed of 797 MHz instead of 1.60 GHz?

Is there a way to get it to go full speed all the time (1.60 GHz) like changing some Power settings?

That's how the Centrino systems are designed and the reason they have longer battery use.. If you ever push the processor so it needs more processing speed, it will deliver.

As to whether there is a way to force it to stay at 1.60 GHZ, I've never tried so I'm not aware of a method to do so.. It may be a BIOS setting and others may have a better idea.
