CPU Maximum frequency

I have resource monitor open
CPU is bouncing between 70-100% Maximum frequency is 99-115%
memory usage is at around 34%
running windows 10
system has amd a6 4400apu with radeon hd graphics 2.70 ghz
8 gb ram
64 bit ops system
It was doing before windows upgrade too
fan and disc always seems to be running...

constant running

Its doing this constantly!!! When its just sitting without doing anything!!!
Not even having webpages open.  
Constantly running while not using it. very load.
Is there any way to attach a screen shot to this forum?

My work laptop is running next to it not making a peep and i have vpns outlook and about ten windows open
