CPU Keeps Going To 100% Programs Not Responding, NEED HELP!

It just recently started doing this, but I would record with OBS and I would get an encoding overloaded, which I used to not get that, it just started. Anyway, my video would be all choppy. When I would go to edit a video, the program (sony vegas), when I would hit pause or something like that, it would not respond, and 30 seconds later it will. Sometimes it would not respond at all. My CPU % would jump to 100% and not go back down until the program would respond. And it keeps doing that. My brother and my dad built this computer 4 years ago, and the only things left from the original build is the CPU and MB. I think it could be the CPU but i'm not sure. My CPU has 2 physical cores but 4 logical cores (thats what task manager said). I would like to know what the problem is. Would upgrading my CPU fix it? What is the problem? Thanks in advance! And here are my specs:
AMD A10 5800K
XFX R7 370
16GB PNY Ram
500GB Segate 7200rpm Hard Drive
500GB Segate 5400rpm Hard Drive
Thermaltake 650W 80+ Bronze Power Supply

The reason the space is tight is because of all the steam games i have, so im moving steam to the other HDD. What "can-of-worms i will open"? I know how to build a pc.

yes, not a new OS, but i would be willing to upgrade considering my YouTube channel is at stake. Besides my parts are old, and need to be upgraded anyway. I just wanted to know if upgrading my cpu would fix my problem...

Solid state drives have inherent problems in themselves and by far a shorter lifespan than a regular hard drive.

For example, a SSD would be murdered in any security type system with all the read/writes happening forever.

And, don't even think about doing 'system maintenance, defrag, error checking, etc' on these drives all that often at all.

Solid state drives are fantastic for pretty much 'static' software, such as an O.S. but not reliable for environments where data is constantly being moved.

Sure, put your O.S. on a SSD but keep all your data/files on other regular drives that can be maintained.

NO... there's no need to change your CPU, it's the behavior of the software that must be changed.

It is a CPU problem we're addressing here, so the issue is the software!

Your CPU is capable of doing/addressing massive tasks, it's the O.S. that is tying it up so much, doing redundant things, thousands of time over.

Check your I.P. log, I'd be willing to bet that you have a huge number of 'time-out's' and 'failure to connect' issues registered in it?

The cluprit, no doubt lies in one of your running "svchost.exe" files. Just look for it, it should stand out like dirty laundry. It might not be a Windows process but I assure you, it will be some dam thing trying, non-stop to get an update.

You can find 'free-ware' out there, that can let you look into all of the services running under 'each' instance of 'svchost' as many of them can be running at the same time!

You have a chkdsk on one HDD and not run a disk test app.

I see why this can cause 100% CPU use was answered by it appears you are hoping for something else to be the cause.

-> Since the 2nd HDD is empty, remove it to avoid troubles.

You hadn't spec'd which O.S. your using, I'm guessing XP (SP3).

If this is the case a process running under one of your 'svchost.exe' files will be telling the computer to constantly look for updates that just plain are not available..! It will, also screw up you I.P. connection as it attempts to make thousands of connections looking for the non-existent updates!

Turn off "Update Widows Automatically", your CPU use will drop to the standard .5-1% range and your computer will will work flawlessly.

Say good bye to XP and plan on a major physical upgrade in the near future.

Well, I must say you have me there...?

As much as I really hate to say it..... (and I do), perhaps a clean install is in order?

Are you sure, your machine supports Win10/64?

I know, such an odd question?

If it's a "driver" issue, use your original Win 7 disc (or a back-up of your O/S drive) to get at least some drivers that work. Then, try the comp's manufactuers site or use something like "Driver Detective", in order to locate and install the required drivers.

Otherwise, do it all manually via Control Panel/System to download & up-date each item that shows up with a "?" or Yellow or Red box.

This PC is not prebuilt, my brother and my dad built this 4 years ago. The CPU, MB and my main HDD are from that original build. My brother is a huge tech person and he doesn't even know what it is.

Now only Vegas Pro doing it. Nothing else but Sony Vegas is making my cpu usage go up to 100%. Ill put a video in it and it wont even let me pause it or anything it just wont respond.

Is it possible that the cpu is overheating? If the fan is also overworking then this may be the answer.
