...to see if it's simply a case of fans that don't work.. Start with the CPU fan.. If the CPU fan runs correctly after replacement, then replace the other fan.. On the other hand, if by the "case fan" you mean the power supply fan, then I would start by replacing the Power supply first and see if it fixes both issues. In addition, while you're inside the tower, be sure to use compressed air to blow the dust and junk aware from processor, power supply, heatsink, and all fans.
Hope this helps.

I recently was given an old system (that as far as the last owner knew, had no problems).
I got windows all set up, installed etc. and had the system up and running for a day or so.
However, over the next day the computer would randomly lock up after being powered up for around fifteen minutes.
After snooping around in the BIOS, I realised the CPU temperature was at 97 degrees Celsius (!) and the fan speeds all read 0.
When I power the system on, I can see the case fan spin for a little while, but it cuts out after the BIOS enters POST. The CPU fan doesn't spin up at all (and neither does a second fan that I just tested on the board.
Does anybody have any ideas on how I may go about resolving this? Any help would be greatly appreciated.
