Could this PC live streaming to Twitch well?

I've been wanting to get a somewhat cheap secondary computer to use only for live streaming. I've been looking around and found this.

Its got a i5-3470 3.2GHz Quad-Core and 8GB of RAM for $195.00. I know it's an older i5, but it seems like a pretty good deal. But the question is, would it live stream well? I'm used to streaming 1080p 30fps, could it handle that?

Even though live streaming depends more on the speed of your internet connection and the computer should support your general needs, if you're wanting a high video fps rate, a better graphics card may be in order.

It might stream to Twitch but at a very low frame rate. The answer is simply no to 1080p 30FPS. My bet is it will stream at 1 to 5 FPS.
