The recovery method varies with the model. You only supplied the make.
Why did you not supply all the needed info?
1. Try removing the battery and then the reset after you put the battery back in to see if it still has to old rom contents.
2. I learned that you can't leave any SD or CF card plugged into the PPC during this procedure. I have no explanation, documentation why this is so.
3. http://h18007.www1.hp.com/support/files/HandheldiPAQ/us/download/20508.html notes it uses the newer RUU.EXE which double checks the version number and requires you make the activesync connection.
In some models, you could place the unit into the flash update mode (some odd press three buttons and the reset) but this new firmware updater shoots that method out of the water.
Do try placing it into the flash update mode manually and try it anyway.
"Press Power + iTask + Contacts + Reset:
This puts the iPAQ in Flash Mode. Now place the iPAQ in the cradle."

I was able to use this information in this post to recover another iPaq (not your model) which I was able to find an older flash image and tool which had the older flash updater. Then I could use the newest image and finish the job.
