Basically, they're the same, except one, the Cookies folder, will contain cookies listed as a "txt" file, while the other, in the "Temporary Internet Files" folder will contain cookies listed as the actual website itself, like "msn.com", or similar. (You can save a copy to your desktop, then open them and you'll see that they both appear to contain the same data and are the same size. In fact, although they appear to have different file extensions, they usually are interpreted by the computer to be identical.)Apparently your "CookieWall" doesn't correctly eliminate Cookies from both folders, as it should. Manually deleting the "cookie" from the "Temporary Interernet Folder" should automatically cause the cookie to disappear from the Cookie folder also, but it doesn't always work in reverse, and even then, sometimes there will be duplicates that weren't cleaned. Check your TIF folder occasionally and simply clean it out.
Normally though, if either the "Cookies" folder or the "Temporary Internet Files" folder are missing the corresponding cookie from the other folder, the cookie won't function correctly. If you aren't having any problems with the issue, then I wouldn't worry.
Personally, I prefer to delete cookies manually, but that is a decision only you can make.

Will someone plz tell me the difference between the cookies in:
C:\Documents and Settings\Administrator\Cookies
and the cookies in:
C:\Documents and Settings\Administrator\Local Settings\Temporary Internet Files
?
I have a program (CookieWall) that blocks and permits cookies according to my settings
and it works great under the Cookies folder but in the Temporary Internet Files folder I see cookies that I haven't permited.
So what is the difference between these 2 types of cookies?
