Converting mp3s to cd quality

I wish to burn a CD with some French-language mp3s.
My Nero cd burner reports that these mp3s are not cd
quality and therefore rejects them.
Does anyone know of a utility that will convert the mp3s to cd quality ?

Can you share the EXACT MESSAGE in "quotes" so I can look up a workaround?

The message from Nero is:

Error: Nero found an unsupported file format
while scanning the file 'Chapitre1.mp3'.

Nero supports only CD quality MPEGs
(44.1 kHz, 16 bit stereo)!

Aha, so it's some oddly encoded MP3 and not a CD quality issue.

You'll need to identify that encoding so we can find a tool to transfer it to some standard MP3. What happens in WMP and other players is that they may ignore the .MP3 file extension and read the first line of bytes in the file to see what its encoding is. We now have to identify its encoding.

I wonder if that's the correct message. "Error: Nero found an unsupported file format" is not noted, but "Error: Nero found an unsupported audio sample scanning the
file...Nero supports only CD quality Mpegs (44.1Khz, 16 bit stereo)." is more widely reported.

The fix for this file is to use Audacity or other software to convert this to the supported rate or format.

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
