I use the save or save as option and change the file type.
There is also a free viewer called Irfanview that I use for a lot of tasks including resizing and changing the file type.

colinl8, If you're still unable to convert .bmp files to .jpeg files try deleting your Temporary Internet Files. More info at the link below.
