I need a program to convert images, jpeg, vector into windows meta files. I can find heaps that covert the other way around. Does anyone know of any good one's or if its even possible

The only thing I know is Adobe Illustrator

It can trace automatically raster images into vector ones and also export wmf and many other types of files.
