Convert it?

I want to edit text and delete some pictures and background in pdf. How can I do this without downloading any software?

You need a pdf-editor. Those generally aren't free.

Then you purchase a CD of the program which was used to create the fie...[Adobe Acrobate] or a pdf editor on CD.

Well, If You Have A Scanner With OCR Software....

It might be possible to print out the PDF document on a printer, then scan the document into Microsoft Word using the OCR software (optical character recognition), then edit the document.. Please note, most OCR software doesn't do this well where there are lots of pictures and such.. So although it might be possible, I doubt that it would turn out perfect.
