Control panel not responding

A friend has a Toshiba Satellite A505 laptop running the 64-bit Windows 7 Home Premium with 4GB of RAM. When he goes to Control Panel, he can select one of the options but when he tries to interact with any of the sub-menus nothing happens. He clicks on things like 'Check for updates' and nothing happens, etc. If just ignores him. Any suggestions would be appreciated. Thanks.

Did he call it in? It seems odd that it never worked. If it did work, use system restore to when it did.
