Maybe to some extent, but I think it will make a difference if Bush is elected, since he wont have to worry about being elected, again.
Regardless of who wins the White House, the Congress will control
what the occupant of the White House might be able to do.
It seems a consensus that the Republicans will retain majority in
the House, but no one is going so far as to guess by how much.
In the Senate however, where there are 15 Republican seats, and
19 Democratic seats up for grabs, the pundits seem to think that
the Senate will have 56 Republicans, 43 Democrats, and Jeffords.
With that kind of spread, can anyone image the circus that will
take place for any Democrat appointee confirmation ?
