Content from one specific site doesn't load using my network

Note: I don't have the following issue with any other site. This happens only with Tumblr.

When I try to use Tumblr only textual content loads correctly. Indeed textual content loads instantly while image and video take a very long time to load, and in most cases they even doesn't load.

The interesting part is that when I turn on Opera Browser's VPN a few images and video load. Then I change the virtual location of the VPN and some more images load. Until I run out of new virtual locations and then I can't load more content.

I already tried to change DNS settings, clear cookies and shutdown windows firewall. Nothing works.

Info: I have the problem with any OS (Windows, Linux, Android) and any browser (Chrome, Firefox, Opera). My router is a D-Link DIR-615 Wireless N. I access Internet through WiFi. If I forgot any important info, please ask.

Update: It happens with all devices on my network. I don't have the problem when I use my devices on other networks. I live in Brazil.

Anyone has an idea of what can be the root of this problem?

- Does this happen on all devices on this network?
- Does the same happen if you take your phone, tablet or laptop with you to a friend and whose their Internet connection?
- Does it happen also in that friends own devices?
- What country are you living in?

It either means your ISP is blocking content (remember folk, Net Neutrality is gone so they can do this now) or the DNS the ISP used is bum.

Try the old Google DNS of 8.8.4.4 for test run. How is on the big web.

OK! Let's say my ISP is really blocking/limiting my access to an specific site. The VPN shouldn't let me access the site anyway? I know Opera's VPN is not a real VPN, but I already tried using WindscribeVPN and ProtonVPN too. They didn't help.

Remember you wrote also that it affects all devices and then VPN works.

VPN which I can't write everything about but a short version is .. LIKE YOU PLUGGED YOUR PC (or browser) INTO ANOTHER NETWORK. So it shows your network which I took as your ISP is where the issue is.

--> There could be something you didn't tell or know. Some ISPs offer PARENTAL CONTROL or FILTERING. This is easily bypassed with a VPN.

Sorry but if you need to know how a VPN works, we have the big web. Here I keep it simple.

It's unlikely to help, but what happens if you connect directly with an Ethernet cable to the modem and no VPN?

If that doesn't help either, contact the ISP.

I did the test. The problem persists.

I think it can't be the ISP shaping my traffic. The VPN should workd around that, shouldn't it?

Indeed, if it happens using the VPN, it's unlikely it's the ISP.

But if it happens with all your devices with your Internet connection, and not with your friends connections, and if it happens with all your friends devices with your internet connection and not with their own connections, what else can it be?
